But according to the scriptures, it is completely prohibited to celebrate Rakshabandhan when there is Bhadra, no matter what the situation is.
This festival is celebrated without any prohibition when the eclipse is Sutak or Sankranti.
Worship of Rakhi Purnima
On the day of Raksha Bandhan, sisters tie Rakshi-sutras or rakhi on the wrists of brothers. They also wish the brothers longevity, prosperity and happiness.
While tying the Raksha-sutra or Rakhi, the following mantra is read, which the priest can also tie the Raksha-sutra to the priests by reading-

In ancient times, there was a struggle between Devas and Asuras for 12 consecutive years. It seemed that the Asuras were going to win in the war. The king of the demons had captured the three worlds and declared himself the lord of Trilok. Devoted to the persecution of demons, Indra reached the shelter of Guru Brihaspati and prayed for protection. Shravan Poornima was completed early in the morning.
In this legislation, Guru Brihaspati recited the above mentioned mantra; Also, Indra and his wife repeated this mantra back and forth. Indrani's wife Indrani transmitted power to all Brahmins in the Raksha-sutra and tied it on the wrist of Indra's right hand. Another method of celebrating Raksha Bandhan is also prevalent. The women prepare for worship in the morning and put golden legs on the walls of the house.
